Deportation officers from ERO New York City’s Fugitive Operations Team apprehended Brayan Freites-Macias, 21, near his residence in New York City on April 24.

The report highlights calendar year 2020 data from SEVIS, a web-based system that includes information about international students, exchange visitors and their dependents while they are in the United States.

Nonimmigrant students and schools certified by the Student and Exchange Visitor Program (SEVP) should abide by SEVP guidance originally issued in March 2020. The guidance enables schools and students to engage in distance learning in excess of regulatory limits due to the public health emergency generated by COVID-19. The March 2020 guidance applies to nonimmigrant students who were actively enrolled at a U.S. school on March 9 and are otherwise complying with the terms of their nonimmigrant status, whether from inside the U.S. or abroad. SEVP will not issue a temporary final rule impacting nonimmigrant students for the fall school term.

If convicted, Gary Dale Thrasher, 56, faces a maximum penalty of 30 years in federal prison on the bank fraud counts, a maximum of 10 years of imprisonment for the passport fraud offenses, and a two-year minimum mandatory term of imprisonment for aggravated identity theft.  

If convicted on both counts, Kyle Burbank, 32, of Belleview, faces a maximum penalty of 40 years in federal prison, including a five-year minimum mandatory term of imprisonment on each count.

Steven Lee Carty, 55, of Live Oak, was previously convicted of possessing, receiving and distributing child sex abuse images and has been ordered to pay $19,000 in restitution to his victims. 

In addition, Sam David Harris Jr., 38, of Middleburg, must serve a lifetime of supervised release. The court also ordered Harris to pay $65,500 in restitution to the victims of his offenses. Harris pleaded guilty on Sept. 21, 2023.
